Aston Villa are set to be unable to add to their squad again this summer due to commitments made to UEFA, despite Jacob Ramsey’s impending departure freeing up transfer funds.
Much of the discourse around Aston Villa’s summer window has been focused on their outgoings, with sales needed after they missed out on a spot in the Champions League last season on goal difference following a controversial final-day decision in their game against Man United.
Villa were hit with a fine of €11million (£9.5m) by UEFA in early July after they were found to have a squad cost ratio above 80 per cent for 2024 and were “awarded fines proportionate to the size of the excess.”

The Second City outfit could receive a further €15m (£13m) in fines over the next three years if they continue to fail to comply with UEFA’s financial regulations, while Villa may also be banned from featuring in European competitions if they break the rules again, according to football finance guru Stefan Borson.
Finance expert Dan Plumley recently told Football Insider that the Villans will be forced to cash in on at least one or two players to try and avoid further sanctions from UEFA this summer, and they look to have done so with Ramsey on his way out, but that is still not set to be enough to allow them to reinvest into Unai Emery’s squad.
Homegrown midfielder Ramsey has been linked with a Villa exit all summer long, and he is now closing in on a move to Newcastle for around £40m [Birmingham Live].
According to a previous report from The Athletic (13 August), without selling Ramsey, it was believed to be unlikely that the Villans would be able to look at any more incomings this summer, but that may now be the case regardless of him leaving soon.

The Daily Mail’s Midlands football correspondent, Tom Collomosse, has revealed via X (14 August) that Villa are unlikely to be able to reinvest any of the proceeds of Ramsey’s imminent sale to bringing new players in due to “commitments made to UEFA regarding their squad cost ratio ruling.”
He states that Emery’s side have no intention of selling any key men like Morgan Rogers or John McGinn, but their lower revenues as a club mean that they have little scope for signings from now until the end of the window, even though Ramsey is set to leave for £40m.
UEFA’s squad cost rules (SCR), state that a club participating in any of their three European competitions should not be spending above 70 per cent of their overall revenue on player wages, and so the fact that they are unable to bring in revenue figures akin to that of Chelsea or Liverpool means that they are now set to be stuck with the squad they have got unless a big-name player departs soon.
Football Insider verdict
Rogers has established himself as one of Unai Emery’s key players amid Villa’s recent Champions League exploits and decent Premier League form, and interest in his signature is rife this summer as a result.
Football Insider revealed in May that Villa will do everything they can to keep hold of Rogers amid interest from Chelsea, but they may now need to let him go so they can address other areas of the squad that need bolstering.

Even though they remain adamant that he will stay, letting go of an asset like Rogers may well be something that the club are forced to do, despite his huge impact on their fortunes over the last 18 months.
At 22-years-old he would surely command a sizeable fee of at least £50m, which would go a long way to helping ease Villa’s current concerns, and so an exit could happen soon.
