In theory, this somewhat offsets the risk of entrenching the competitive advantage of the teams that are already in Europe (and therefore accessing higher revenue streams).



However, renowned football finance blog Swiss Ramble has run the numbers, and there is still an apparent advantage towards the top clubs.



In an analysis of how all 20 teams would fare against the spending cap, based on available financial figures from 2022/23, it concluded that Liverpool, Manchester United, Manchester City and Tottenham would all have been within the limit.

Interestingly, Swiss Ramble believes that Liverpool would only have narrowly got within the cap based on those figures, spending 68 per cent of its revenue on transfers, wages, agent fees and associated costs.

Manchester United is similarly close, with a three per cent leeway, while Manchester City and Spurs are 10 per cent and 14 per cent within the limit respectively.

It's important to note that these are not official figures, and nor are the Premier League's new cost control measures confirmed.

On the figures used, it would have fallen two per cent outside of the 'non-UEFA' spending limit of 85 per cent of revenue in 2022/23 — although that at least looks like an easier remedy than Wolves' 10 per cent deficit, or the 12 per cent and 17 per cent over-spends ascribed to Newcastle and Chelsea (the latter being measured against the UEFA cap of 70 per cent).

Arsenal would also have a slight problem to solve, with the finance expert calculating that the Gunners would have overspent its cap by four per cent.

After all, it is one of the biggest wage spenders in the division.

But the figures show Liverpool would already have been within the proposed new rules in 2022/23, suggesting radical changes won't be needed.
