Sources close to Forest say owner Evangelos Marinakis is 'furious' with how Gibbs-White's potential move to Spurs has come about.
And the exits from Forest continue with Newcastle United signing Anthony Elanga.
Spurs have already completed the signing of Japan international defender Kota Takai and unveiled Mohammed Kudus from West Ham.
Elsewhere, Arsenal have announced the signing of Christian Norgaard and have agreed a £52m deal with Chelsea for Noni Madueke.

Arne Slot has named his first starting line-up of pre-season as Liverpool prepare to face Preston.
The Reds head to Deepdale this afternoon for a clash with the Championship side, with kick-off at 3pm.
Mohamed Salah starts alongside Joe Gomez, Dominik Szoboszlai, Federico Chiesa, Kostas Tsimikas and Ryan Gravenberch.
There is also a debut in goal for Georgian international Giorgi Mamardashvili.
Summer signings Milos Kerkez and Jeremie Frimpong are both amongst the substitutes.
However, Florian Wirtz has not been named in the matchday squad.
The Reds will face AC Milan and Yokohama F-Marinos as part of an Asian tour before hosting Athletic Bilbao at Anfield this summer.

West Ham have had an offer of £22million plus add-ons accepted for Slavia Prague defender El Hadji Malick Diouf, talkSPORT understands.
Diouf has been given permission to undergo a medical by the Czech side.
The 20-year-old is capable of playing in central defence and left-back as well as further forward on the flank.
It was as a left midfielder which Diouf featured most prominently for Slavia last term.
His tally of seven goals and three assists in 27 league appearances helped fire the club to their eighth title.
He has already won six caps for Senegal, including playing the full 90 minutes in their win over England last month.
Diouf would become Graham Potter's first new signing of the summer at the London Stadium.
However, Jean-Clair Todibo's loan from Nice has already been made permanent by the Hammers.

Arne Slot has given an emotional tribute to Diogo Jota ahead of Liverpool's return to action.
The Reds visit Deepdale to face Preston on Sunday in their first pre-season friendly.
It is also their first fixture since Jota's tragic passing aged 28 on July 3.
Ahead of the match, Slot was asked about his overriding memory of the Portuguese forward.
He told the club website: "I’ve only worked with him for a season and in that season he has been so important for me, for the club, for the fans, for his teammates in difficult moments.
"So, I can come up with the Everton goal, I can come up with some other goals – Fulham when we were down to 10.
"Even the last game we played against Crystal Palace when we were down to 10 and 1-0 down, he came in and took the ball in our own half, led to us scoring the 1-1.
That is the football player that is in my mind.
"But I think what I take comfort in [is that] in the last month of his life he was a champion in everything.
"A champion for his family, which is the main and most important thing, because he got married.
"A champion for his country because he won the Nations League, [with] a country that he cared about so much, because he also wore the flag when we had celebrations.
"And of course a champion for us by winning the Premier League."

Newcastle are interested in signing Frankfurt striker Hugo Ekitike, talkSPORT understands.
The German side value Ekitike at €90million (£77million) this summer.
Newcastle are looking for an extra forward option to play alongside star man Alexander Isak.
Liverpool have also scouted Ekitike heavily after he joined Frankfurt permanently last summer.
Despite that, Newcastle are hoping to beat the Reds to the Frenchman's signature.
It follows their failed attempt to sign Joao Pedro, with the Brazilian instead joining Chelsea from Brighton.
Ekitike scored 15 goals and provided eight assists in 33 Bundesliga appearances last season.
Newcastle have already made two new signings this summer with the arrivals of Antonito Cordero and Anthony Elanga.

Cole Palmer reached new heights ahead of Chelsea's Club World Cup final clash with Paris Saint-Germain.
The England international joined PSG winger Ousmane Dembele for a promotional photoshoot ahead of the match.
Both players head to the 'Top of the Rock' at the Rockefeller Centre in New York City.
They posed alongside the Club World Cup trophy as they were raised into the air across the Manhattan skyline.
Looking ahead to the final, Palmer said: "We didn't know what to expect when we first came here.
Whoever they are."

Newcastle United are reportedly set to re-ignite their interest in Huge Ekitike.
Luke Edwards of the Daily Telegraph reports the Toon want to bring in the forward to play with Alexander Isak.
Newcastle tried to sign the striker before eventually bringing Isak to the club in the summer of 2022.
Ekitike chose to go to Paris Saint-Germain, where it didn't work out.
However, he has thrived at Eintracht Frankfurt, and the Magpies are on it.
They have made contact with the player's representatives and are hoping to agree a lower fee than the £86 million release clause.

FIFA supremo Gianni Infantino has confirmed that US President Donald Trump will be at the Club World Cup final tomorrow.
Chelsea are set to take on Paris Saint-Germain at the MetLife stadium in New Jersey.
And Trump will be there.
Speaking ahead of the final, he said: “President Trump will be at the final.
You can’t stage tournaments like this without his support.”

Manchester United goalkeeper Andre Onana is out of the club's pre-season tour.
The shot-stopper is set to be absent for the trip to the United States after suffering a hamstring injury in training set to keep him out for five to six weeks.
The extent of it isn't known yet, but he is almost certain to miss the start of the season.
That leaves Man United with with Altay Bayindir and Tom Heaton as the first-team goalkeepers.
This could force the club to dip into the transfer market.

A Liverpool artist known as Paul Curtis is set to start work on a memorial to Diogo Jota.
The Portuguese forward and Liverpool star sadly passed away when a car carrying he and his brother, Andre Silva.
Since then, there has been one memorial painted at Sybil Road near the stadium.
There is another that is currently being created on the front of a pub called the Halfway House.
And now there is going to be another one.
There was a petition to decide what the tribute should be, and this is what they've gone for.
Fair to say when it's complete, it will look brilliant.

Mathis Amougou's time at Chelsea is over.
The midfielder joined the Blues in January from Saint-Etienne in a £12.5 million deal.
He signed a eight-year contract at Stamford Bridge, but he has been sold to Chelsea's sister club.
The midfielder has signed a five-year contract with Liam Rosenior's men.
In total, he played 22 minutes for Chelsea.

Pep Guardiola was there and so was Jack Grealish.
The Manchester City forward is free to leave this summer, but he has told a few City supporters that he loves the club and them.

Newcastle United have announced the signing of Anthony Elanga from Nottingham Forest on a long-term deal, believed to be five years.
The Magpies have shelled out £55 million for the Sedish international, who joins fellow compatriot Alexander Isak on Tyneside.
Elanga has been on Newcastle's radar since last summer when they tried an ambitious deadline day move, but Forest refused to sell so close to the end of the window.
Speaking to the club's website, he said: "I'm excited, I'm really happy but most importantly I'm ready.
If he is happy, we are happy."

Viktor Gyokeres has not returned to pre-season training, as planned.
The Swedish striker has already informed Sporting’s president, Frederico Varandas, that he won't play for the club again.
talkSPORT understands that Sporting have told Gyokeres this morning they expect him back at training tomorrow.
However, the former Coventry City forward is refusing as he continues to try and push through a move to Arsenal.

Crystal Palace have been relegated to the UEFA Conference League following a UEFA ruling.
Palace qualified for the Europa League via their FA Cup triumph, but concerns were raised over co-owner John Textor’s involvement.
The American businessman, who has agreed a deal to sell his shares, also co-owns French side Lyon.
Lyon were initially demoted to Ligue amid financing issues but have won their appeal against relegation.
They qualified for the Europa League via their sixth-place finish in Ligue 1, and a UEFA ruling has confirmed their spot.
However, they have rejected Palace’s admission to the competition, and they will now play in the Conference League instead.
UEFA are yet to confirm if Nottingham Forest will take their spot and be promoted to the Europa League.

Daniel Munoz is open to leaving Crystal Palace this summer.
He told Colombian outlet Win Sports TV: "I want to play for the best teams in the world, but they haven't spoken to me directly.
“I dream and work every day to achieve it, and I hope it can happen as soon as possible.
I don’t share the opinion of Jurgen Klopp at all.
“I feel that the Club World Cup – a real Club World Cup – is needed.
“If you make an inquiry today with all the clubs that were here in this competition, I’m basically sure that 100 per cent of the answers of people would want to do this again.
“So, that’s basically the best answer – it’s not my opinion, it’s not Jurgen Klopp’s opinion – it’s what the clubs who participated in this competition think of this competition and I’m convinced that it will be very positive.”

PSV Eindhoven have unveiled the signing of club legend and former Netherlands international Mark van Bommel's son, Ruben.
The 20-year-old, who was in PSV's youth setup from 2013 to 2020, has signed a deal until the summer of 2030 to return.
"I couldn't have written it better than this," the striker told the club's website.
