Fulham have made only one signing this summer despite the club recording a record points tally last season.

The Whites staved off interest from several clubs, including Tottenham, in manager Marco Silva at the beginning of the summer.

This seemed to indicate that the West London club would be willing to back the Portuguese boss, who has never been shy in calling out his employers.

Silva has been vocal for several years now that he wants Fulham to take more risks in the transfer market.

But in the 2025 window, the Cottagers were the last Premier League side to make their first signing of the summer, bringing 34-year-old goalkeeper Benjamin Lecomte over from Montpellier to back up first-choice Bernd Leno.

This article contains exclusive comment from Dan Plumley, a football finance expert and senior lecturer at Sheffield Hallam University.

Despite having very few financial issues, as evidenced by the expansion of Craven Cottage and the lack of spending since Aleksandar Mitrovic and Tottenham target Joao Palhinha departed, Fulham have been slow to act this summer.

Speaking exclusively to Football Insider, Plumley explained why Fulham have been hesitant to make signings: “From the outside looking in, there’s no PSR concern that we can see.

“We’re looking back a year for that account, but no red flag against PSR.

I think the reality for a club like that is they’re in that kind of mid-pack in the Premier League, where you’re guaranteed the TV money, you know where your revenue is going to be, but you are struggling to compete with some of the biggest clubs in that league.

“You then look at that in terms of, whilst they might not have immediate PSR issues, it’s also not like they’ve got a blank cheque book to go and open and spend £150-200m in the market, like the biggest clubs in that league can do is, is probably not a viable strategy for Fulham.

“It’s a little bit of both as always, it’s how other clubs are behaving as well, but they haven’t got any real concerns with PSR from what we can see from the outside looking in, but they are in that mix of clubs that it’s really difficult sometimes and you do just feel like you’re treading water, but that is the reality of the league as well.

Because a lot of those clubs outside of the big six or seven are really scared of relegation and having that one bad season.”

One man who could put an end to Fulham’s underwhelming transfer window is Raheem Sterling.

The England international endured a miserable season on loan at Arsenal, scoring once in 28 appearances in all competitions.

Mick Brown told Football Insider that Fulham are Sterling’s “number one” option this summer, as he seeks an exit from Stamford Bridge.

Whilst he struggled immensely last year, the Whites have a history of reviving former Arsenal players’ careers, as shown by Emile Smith Rowe and Willian‘s improved performances during their time in West London.
