Elliott underwent a medical in Birmingham on Monday afternoon and has now formally ratified his loan switch to Villa Park.
The England Under-21 international will join Unai Emery's side for the remainder of the campaign with the Villans obligated to pay £35m to make the move a permanent one next year.
It's understood Liverpool have also negotiated both a buy-back and a sell-on clause into the agreement with the Reds feeling the player's potential will be unlocked by regular game-time in the Premier League, which was something that couldn't be guaranteed at Anfield under Arne Slot.
Elliott had been considering his options after falling down the pecking order under Slot, who signed Florian Wirtz for £116m from Bayer Leverkusen in June to further increase the midfield competition at Anfield.

Elliott spoke about his desire to stake a claim for England's World Cup squad next summer while on the club's tour of Asia and after starring for the Young Lions during their successful European Championship campaign in Slovakia by winning the player of the tournament award, the 22-year-old is now keen to stake his claim for the senior side under Thomas Tuchel.
The addition of Alexander Isak, which was confirmed on Monday evening, for a British transfer record of £125m from Newcastle United, further limits Elliott's chances of game-time as a forward option and the versatile youngster is desperate for more first-team minutes after a year where he made only two Premier League starts, both of which came after the Reds had won the title.
RB Leipzig had been in talks with the Reds but after selling Xavi Simons to Tottenham on Friday for £51m, an offer never arrived, leaving Villa to swoop on deadline day for a season-long loan.
West Ham United and Fulham had also shown interest but the Reds midfielder turned down approaches from both London clubs.

Villa are having to be creative with their transfer business to ensure they comply with UEFA's financial restrictions having qualified for the Europa League and the agreement allows them to defer payment until next year.
Lifelong Liverpool fan Elliott joined his boyhood club from Fulham in the summer of 2019 aged 16 and has made 149 appearances during that time.
