After months of speculation, the midfielder completed a move away from the Reds on transfer deadline day.
Liverpool agreed a loan deal for Elliott to complete a temporary switch to Villa Park, but the move also includes an obligation to buy worth £35million.
The England under-21 international made a substitute appearance for the Reds in their 1-0 victory over Arsenal in the Premier League on Sunday, which was his last appearance for the club before his deadline day exit.
Elliott's arrival was confirmed after Liverpool completed the signing of Alexander Isak for £125million from Newcastle United earlier on deadline day.

The former Fulham man has been officially unveiled as a Villa player and has already been given a squad number.
However, it seems that Villa have not gone for a traditional selection when it comes to Elliott's squad number.
The former Liverpool star will wear the No.9 shirt at Villa, having previously worn No.19 for the Reds.
The No.9 shirt is often saved for a striker in a squad, a position which Elliott has not played in his Liverpool career.
The number had been vacant at Villa since Marcus Rashford's loan spell came to an end in the summer, with Jhon Duran the previous custodian of the number.
The decision by Villa to hand Elliott the No.9 comes after Liverpool did the same following Isak's arrival.
The Sweden international will wear the iconic number, which had been vacant since Darwin Nunez left the club to join Al-Hilal earlier in the summer.
