The Premier League champions had been keen to arrange a permanent move for the Greece international following the £40m capture of Milos Kerkez from Bournemouth over the summer.
Tsimikas was attracting interest from a slew of clubs including Nottingham Forest and Leeds United but Serie A giants Roma nudged ahead of the pack earlier this week and talks have been ongoing since.
Despite the Reds' hopes of arranging a permanent deal, that has not been agreed between the clubs and the Giallorossi will now instead take the 29-year-old on loan for the campaign.

With Liverpool already able to call upon Kerkez and Andy Robertson at left-back, and with Joe Gomez also capable of operating in the role, the Reds have reluctantly looked to facilitate a short-term move.
The former Olympiakos man joined Liverpool for around £12m in the summer of 2020 and has made 115 appearances in total for the club.
The Reds, meanwhile, have no plans to loan Gomez before the close of the summer transfer window on Monday evening.
The stance comes as talks remain ongoing with Crystal Palace for Marc Guehi.
AC Milan have been credited with an interest in Gomez while the versatile defender's name has also been floated in discussions over Palace captain Guehi, who is inside the final year of his contract at Selhurst Park.
However, the ECHO understands the Premier League champions are vehemently opposed to sending the long-serving Gomez out on loan before Monday's 7pm deadline and will look to resist any formal offer for a permanent move.
