Liverpool received budget approval from their owners FSG last week, according to Bild, paving the way for a deal to be done.
The club's owners are said to have given the green light but there is still work to be done when it comes to the structure of payments.
Bayer Leverkusen are reportedly pushing for a transfer fee of around £126million but Liverpool are trying to bring that number down.
The report suggests they are willing to shell out just over £113m to bring Wirtz to Anfield ahead of next season.
The breakdown of payments is unclear at this stage, with the clubs yet to finalise the initial fee, instalments and performance-related bonuses.
However, everything suggests that a deal will be agreed with Wirtz eager to make the switch.
Last week, he reportedly called Bayern Munich boss Vincent Kompany to explain that he had decided to join Liverpool.
Meanwhile, the player's father and advisor Hans Wirtz is said to have informed the club's sporting director Max Eberl.
It was reported last Friday that Wirtz had been house-hunting on Merseyside ahead of his move to Anfield.
