Steve Rotheram, mayor of the Liverpool City Region, has been speaking on BBC Breakfast.
He says there are 'no new details' of the police investigation as of yet.
'Detailed work' is ongoing to determine how the car was able to enter the closed street.
Rotheram says the Prime Minister is being kept updated and has offered to provide any help the city of Liverpool needs.
He has also urged people not to speculate about the driver, saying: "There's a lot of speculation and that's part of the problem.
"All those things caused real consternation, but the police acted very, very quickly to put paid to some of that speculation.
"I don't think it's worth us speculating on what might have happened to the driver."
