Liverpool would be reluctant sellers of Quansah, 22, who is currently with England’s U21s at the European Championships.
They have been monitoring Crystal Palace defender Marc Guehi, who they could move for if Quansah was to leave.
Guehi is out of contract at Selhurst Park next summer but is also of interest to Newcastle.
The Bundesliga club would hope to negotiate a lower fee than £40m and would hope their dealings with the Reds may help talks.

Liverpool have Virgil van Dijk, who signed a two-year deal, and Ibrahima Konate, who is entering the last 12 months of his contract, as centre-back options with Joe Gomez’s future also in doubt.
That would mean should Quansah move then Liverpool are likely to bring in a centre-back with Guehi a player of interest.
