Kerkez is Arne Slot's third signing of the summer, taking the club's summer spending to £186million.
The 21-year-old has penned a five-year deal at Anfield after joining from the Cherries.
Speaking to Liverpoolfc.com, he said: "I'm really happy.
"It's a real honour for me, a privilege to come to play for one of the biggest clubs in the world, [the] biggest club in England.
I'm just really, really happy and excited.
"After this, I'll go home and in my hometown enjoy a few days, and then I can't really wait to come back and put the training kit on and start to train and prepare for the season."
Having arrived at the club on Monday, Kerkez underwent his medical before being unveiled as their latest addition.
It follows a standout season in the Premier League last term for Andoni Iraola's side.
Kerkez featured in all 38 matches, scoring twice and providing six assists from left-back.
