According to The Guardian, both are among the Premier League players being targeted in the summer as the Pro League looks to increase its profile.
The quota for foreign players joining Saudi clubs has been extended from eight to 10 for next season, giving them more freedom to target big names.
The Pro League could also be aided by private businesses investing in clubs.
Plans are said to be in place to attract sponsorship for teams not backed by the country’s Public Investment Fund (PIF).
Despite his links to Saudi Arabia, and his contract entering its final year this summer, Liverpool is said to be planning for next season with Salah on board.
