Bids for Wolves striker Jorgen Strand Larsen and Brentford forward Yoane Wissa have been rejected.
Manager Eddie Howe has consistently stressed that any signing must be the “right” player in terms of age, fee, wages and character.
However, clubs remain understandably reluctant to lose key players so late in the window, with limited time to find replacements.
Howe remains hopeful that Newcastle can secure a new striker before the transfer deadline.
The situation has been complicated by Alexander Isak, who is currently on strike at the club.
The Swedish forward recently issued a bombshell statement, claiming his relationship with Newcastle was “broken” and referring to “broken promises.”
The Magpies have been pursuing a striker throughout the summer but have repeatedly missed out, with several targets opting to join Premier League rivals instead.
He said: “I don’t think the club will allow that situation to happen.
“We certainly can’t go through the season with no recognised striker at the football club — and that’s no disrespect to Will Osula.
“I think he’s doing really well and progressing really well, but he’s got limited experience in the Premier League.”
According to Sky Germany’s Florian Plettenberg, Newcastle have reached a full agreement with Stuttgart for the Germany international Nick Woltemade, with a €85million fixed fee plus €5million in add-ons.
Woltemade is now on his way to Tyneside and has already said goodbye to his Stuttgart teammates.
