Newcastle have a long-standing interest in signing the 28-year-old, who netted a career-best 20 goals in 39 appearances last season.
Wissa is reported to be eager to make the move to St James' Park and did not feature in the Premier League opener against Nottingham Forest over the weekend.
However, if Newcastle were to secure Wissa, it could significantly impact Liverpool's chances of signing Alexander Isak, reports the Liverpool Echo.
Isak was named in the PFA Team of the Year on Tuesday but was not present for the award gala on Tuesday night.
