For many, UEFA's Financial Fair Play (FFP) rules have never gone far enough.

Agreed in 2009 and implemented in European football in 2011, FFP was designed to tackle the issue of reckless overspend across the continent's biggest leagues and try to enable more clubs to break even after it was revealed by a 2009 survey that more than half European clubs were losing money, some making heavy losses in the pursuit of success.

Barcelona, for example, having to shave off around £200m from their mammoth wage bill in order to register Lionel Messi on a new deal and add Sergio Aguero, Eric Garcia and Memphis Depay, with La Liga refusing to bend for the Catalan giants.

That decision was quashed by the CAS last year, while other alleged FFP breaches involving Chelsea and Paris Saint-Germain, with PSG's a similar accusation as City's, also drew little in the way of punishment.

Man City have the potential to go toe to toe but even City Football Group want to lean more towards a self sustaining model in the future, investing heavily in the growth of their multi-club portfolio.

While the window of opportunity presents itself, before UEFA are able to bring about the kind of change that they want to see for FFP, PSG are going for it in a big way and it will likely be impossible for FSG and the rest to compete for the time being.

The rules pre-pandemic were that clubs could lose €30m (£25.9m) over a three-year period provided that €25m (£21.6m) was covered by an owner.
