Football lawmakers weigh up changes to throw-ins and goal-kicks rules

As recently as Liverpool’s defeat against Brentford, the football community bared witness to yet another brazen time-wasting masterclasses from the Bees. Brentford consumed nine minutes and 18 seconds simply taking ten throw-ins, an average of 55.8 seconds per throw-in.

According to the BBC, there was a meeting of the International Football Association Board’s (IFAB) advisory panels this week. IFAB are essentially the football lawmakers.

Beyond set-piece timing, the IFAB’s advisory panels also approved a separate proposal to expand the remit of Video Assistant Referee (VAR) reviews. The VAR proposal is set to be forwarded to IFAB’s Annual Business Meeting scheduled for January 20, 2026, in London, where it will undergo further review and discussion.
